Scale-up plan - Statewide + National wide

This page brief the statewide & national wide scale-up plan of current asset management and logistics network. The plan is based on the insights derived with the execution of the system in Ernakulam.

Technology - Developed for scale

The technology that power the centralised system of the superhero network is developed for scale. The functional changes and modifications, that align with the ground situations are easily deployed into the system. The superhero network created by the technology experts at RIAFY TECHNOLOGIES have the capability to reflect the changes across the centralised system. More assets can be added. more functionalities can be brought into the system and made available in each district and state within no time.

Statewide plan - Kerala

The Ernakulam model of the superhero network is the reference model that will be used to scale up to other districts. As the superhero network was piloted and optimised for the operation of a district, the other districts can follow a similar procedures.

District administration is the centre piece that coordinate this superhero network. District administration coordinates the relevant administrators to handle the system. District administration use two key centralised systems.

Key centralised systems

Phase 1

In Ernakulam model - various assets were assembled and educated with the help of key Influencers/administrators. They deployed various methods to assemble the necessary assets.

For ambulance network asset used: Ambulance drivers

Organised and controlled by the RTO enforcement through district collectors office. RTO enforcement used video messages and send to each of the ambulance drivers and get them onboard as volunteers. Each district has to use the key influencer and a effective form of message format to get volunteers onboard. Training video is also shared with these volunteers.

For medicine delivery asset used: Medicine delivery volunteers

Organised and controlled by IMA Kochi for free medicine. Essential medicine dispersal through primary health centres and other medicine requests are handled by a group of volunteer doctors assembled controlled by IMA. Each district can follow a similar method to organise resources.

For food delivery asset used: Food delivery volunteers

Organised and controlled via community Kitchens in panchayat level. To serve the essential food request through community kitchens, delivery volunteers were assembled by the community kitchen manager with the help of elected representatives.

State wide implementation is possible by following the successful model tried and tested in the Ernakulam district.

Nationwide plan

A bottom to top approach was required to optimise this superhero network and make it ready for scale up. Once the state-wide deployment is completed in the state of Kerala, this system can be extended nation-wide. For faster scale-up a top to bottom approach is recommended in this phase. Each state should assemble the district administration heads and go for deployment. Priority of deployment is based on districts with maximum number of patients detected positive for COVID-19. Standard Operation Procedure (SOP) will be prepared and shared with each state via Chief Ministers Office.

Critical requirements for scale-up nation-wide

Local language content availability for each state.

English language content will not work effectively as it worked it Kerala. Priority should be given to create local language content required for the centralised systems. This helps in the effective handling of the superhero network

Influencers based on regional landscape and culture

Based on the regional landscape and culture, each state and district might require different influencers to assemble and coordinate assets.
